The cops were just eating lunch -- I sat next to them. They were not there on official business.

The taxi company was contacted and their general manager is going to look into it. He said:
"If you have any additional information on the date and time of this incident I would welcome the receipt of that so we can identify the driver concerned at the time and address the matter with them directly.

I don't see a sign, therefor the handicap space is not valid.
Well, it's not because you don't see a sign in the photo that there wasn't one. That said, even if there was no sign, the parking space is clearly marked and designated as a disability parking space, through markings on the ground. The lack of "proper" signage does not mean the space is not a "real" disability parking space.
Besides, if in doubt, drivers (especially police officers) should err on the side of caution and avoid the parking space.
