		<description>Allen, unfortunately, neither in the UK nor in New Zealand are police officers allowed to issue parking tickets (or even traffic tickets) on private property, unless the property owner specifically invites them to do so.</description>

		<description>Doesn&#039;t your police force write tickets for illegal parking?  Here in the United States, the police agency having jurisdiction is responsible for the enforcement of handicap parking.  I don&#039;t really know of any handicap parking on public roads, they are all on private property, but that is one of the three violations that the police can act on on private property.  These are: Driving Under the Influence, Reckless Driving, and Handicap Parking Violations.
In addition, any violations of the Americans with Disabilities Act of 1990 can be handled by our Justice Departement.  I wish you luck in your petition</description>
