		<description>Also Dave, if he is fit enought to go back to work and do phyical work like gardening than he does not need this parking space.It does not matter how disabled you are, if you have no handicap tag or placard, you are not entitled to the handicap parking space, period!</description>

		<description>The person who sent us the picture adds that when the photo was taken, the only gardening staff nearby was a young woman who was cleaning the grounds in front of the cafeteria.  There was no senior staff to be found.</description>

While we sympathise with the gardener&#039;s situation, the fact is, these spaces are reserved for those who hold a disability parking permit.  In New Zealand, it means either a one-year white placard or a five-years orange placard available through CCS.  If such a permit is not displayed, then people should not utilise the space.</description>
